On June 4, 2026, the federal government launched AI for All — Canada's national strategy for artificial intelligence. It's a 50-page document with a multi-billion-dollar price tag, six "pillars," and a lot of official language. This is the version that fits in your head.

If you only remember one thing, remember this: the strategy is a bet that Canada's problem with AI is no longer about inventing it — it's about using it. Canada has been good at the research for years. What it hasn't done is put that research to work across ordinary businesses, schools, and public services. AI for All is the government's attempt to close that gap, with money attached.

The one number that explains the whole thing

Buried in the government's own documents is the statistic that makes sense of everything else: only about 12% of Canadian businesses use AI, and Ottawa wants that at 60% by 2034. Among small and medium businesses it's worse — roughly 8%, against 29–42% in the Nordic countries. And on the human side, a KPMG–University of Melbourne study ranked Canada 44th out of 47 countries on AI training and literacy.

That's the "why now." A country that helped invent modern AI is near the back of the pack at actually using it. The strategy treats that not as an embarrassment to hide but as the central problem to solve — and, unusually for a government document, it says so plainly.

The six pillars, without the jargon

The strategy organizes everything under six "pillars." Stripped of the official phrasing, here's what each one is really about:

  • Protect Canadians. New privacy and online-safety laws — including legal tools against deepfakes and stronger protection for children's data. This is the "trust" piece, and it's mostly still to be written.

  • Empower Canadians. The part aimed at you: free AI training for everyone, AI literacy reaching about a million post-secondary students, learning kits for 3,000+ educators, and tens of thousands of job placements.

  • Power adoption. Getting AI into actual businesses — especially small and medium ones — through financing, commercialization help, and an assessment tool to figure out where a business stands.

  • Build a sovereign foundation. Canadian-owned computing power and cloud, so Canadian companies and researchers aren't entirely dependent on American and Chinese platforms.

  • Scale Canadian champions. Help promising Canadian AI companies grow here instead of relocating south — including the government becoming a major customer of their products.

  • Build global alliances. Partnerships with trusted countries (a Sovereign Technology Alliance with Germany, plus others) on standards, safety, and shared infrastructure.

Notice the shape of it: two pillars are about people and trust, and four are about industry and infrastructure. That balance — and what it leaves light — is the most debated thing about the strategy.

Follow the money

Policy documents live or die by their funding, and this one comes with real commitments. The headline figure is roughly $2 billion in new federal money, rising to as much as $8 billion once existing programs are counted. The big line items: a $700-million top-up to the AI Compute Access Fund (bringing it to $1 billion), $500 million for a regional initiative to push AI capacity beyond the Toronto–Montréal–Edmonton triangle, $500 million for a Tech Growth Fund to keep Canadian companies from leaving, $200 million for a health-AI mission, and — notably small by comparison — $50 million for the Canadian AI Safety Institute.

That last contrast is worth holding onto: billions for adoption and infrastructure, $50 million for tracking the risks. Civil-society groups noticed immediately.

It's the third act of a story that started in 2017: attract the talent, then translate the research, and now — finally — actually adopt the thing.

Why it matters for you

The honest answer depends on who you are. If you're a worker, the free literacy training is the part most likely to touch you — though, as with any program, the question is whether it reaches regular people or stays inside universities. If you run or work in a small business, the financing and adoption supports are aimed squarely at you; this is the part with money you could actually access. If you're a parent or just a citizen, the protection pieces — deepfakes, children's data, privacy — are the ones to watch, precisely because they're the least defined so far.

The broader signal, though, applies to everyone: the country has officially decided that not understanding AI is now an economic problem, not just a personal one. That's a shift. It means basic AI literacy is quietly moving from "nice to have" toward a baseline skill — the way basic computer skills did a generation ago.

Our read

This is a serious, well-funded strategy that's refreshingly honest about Canada's adoption gap — it leads with the uncomfortable numbers instead of burying them. But it's far stronger on adoption than on protection. The trust pieces — privacy, online safety, deepfake rules — are mostly promised legislation, not law yet, and the safety budget is a rounding error next to the adoption spend. As one Simon Fraser University researcher put it, "literacy is not a substitute for safety." The thing worth watching over the next year isn't the announcement — it's whether the protective half actually gets written, and whether the money reaches ordinary workers and small businesses rather than staying in the research triangle.

Canada finally has a national AI plan. It spends real money to get AI into businesses and to keep more of the technology under Canadian control, and it promises free training to help people keep up. It's strong on building and adopting, lighter on protecting. Whether it works will come down to execution — and that's exactly the part we'll keep tracking, in plain language, as it unfolds.
