Canada is starting to put its national AI-literacy plan into practice.

Ottawa has launched a $13-million partnership with Amii to provide free AI learning for students, educators, workers and, later this year, Canadians through community organizations.

Plus: Google is bringing AI-based age estimation to Canadian accounts, Ottawa is backing machine learning for Canadian vineyards, and Bell is proposing a major expansion of its AI infrastructure in Saskatchewan.

Canada is putting its national AI-literacy plan into practice

What happened

The federal government launched Canada’s National AI Literacy Initiative on September 9 through a $13-million partnership with the Alberta Machine Intelligence Institute, or Amii.

The initiative has three main streams aimed at students, educators and the broader Canadian public.

For post-secondary students, participating institutions will be able to offer a free three-hour AI literacy course covering how AI works, how to use it responsibly and how it is beginning to affect work.

Starting September 21, post-secondary institutions that are not already part of the initiative will be able to join the consortium and access the course.

Amii is also developing material for K–12 educators, with the first chapter becoming available September 21.

The federal government says the programming is expected to reach up to one million post-secondary students and more than 50,000 K–12 educators.

A broader course, AI for All: Essentials for Canadians, is expected to begin rolling out nationally through participating community organizations later this year.

Workers and job seekers will also be able to find shorter AI-training options through the federal Job Bank’s Training Finder.

This is not the first time Ottawa has announced AI literacy as a goal.

The federal government made it part of its AI for All strategy in June.

What is new now is the machinery for beginning to deliver it: funding, a delivery partner, courses, target audiences and the first access dates.

Why it matters

Canada has spent years investing in AI research, companies and computing infrastructure.

The harder question is whether ordinary Canadians are prepared to use the technology safely and productively as it moves into schools, workplaces, businesses and public services.

AI literacy is not about turning everyone into an AI expert.

At its most useful, it means knowing enough to ask basic questions:

What can this tool actually do?

What information should I not give it?

How do I check whether its answer is reliable?

Where should human judgment remain in control?

And when is AI actually useful rather than simply available?

Those are increasingly everyday skills.

The federal government is now treating them as something worth building nationally rather than leaving entirely to employers, schools or individuals.

The initiative has launched, but that does not mean every Canadian can take every course today. Different parts of the program are rolling out on different timelines, and the broader public course is expected later this year. The government’s reach numbers are targets, not participation results.

That distinction matters because announcing access and achieving adoption are different things.

A free course can exist without people knowing about it, completing it or changing how they use AI.

The next phase will be about reach.

Will colleges and universities actually integrate the student course?

Will educators use the material?

Will workers find the training?

And will community delivery reach people outside the universities, technology companies and large urban centres that already have easier access to AI knowledge?

Your move

You do not need to wait for a national course to test your own AI literacy.

The next time you use an AI tool for something that matters, ask three questions:

What am I trusting it to do?

How will I check the result?

What information am I giving it?

Those questions cover a surprising amount of ground.

If you cannot answer the first one, the task may not be clear enough.

If you cannot answer the second, you may be relying on the tool more than you realize.

And if the third involves personal, confidential or sensitive information, stop and check whether that information belongs in the tool at all.

Our read

This is one of the more practical pieces of Canada’s national AI strategy.

Governments can spend billions on computing capacity, research and commercialization.

None of that automatically means Canadians understand how to use AI well.

The literacy initiative acknowledges that adoption has a human side.

People need enough knowledge to benefit from AI without treating it as either magic or something to fear.

The $13 million is not the most important part.

The more important test is whether this becomes something Canadians actually encounter—in a classroom, at work, while looking for a job or through a community organization.

Ottawa has now moved beyond saying AI literacy matters and started building a delivery system around it.

What happens next will tell us whether that system reaches the people it is supposed to serve.

THE WEEK IN BRIEF

Google is bringing AI-based age estimation to Canadian accounts

Google says it is beginning to roll out the technology in Canada using machine learning to estimate whether an account belongs to someone under 18.

The system looks at signals already associated with an account, including things such as search activity and categories of YouTube videos watched.

If Google estimates that an account belongs to a minor, additional protections can be applied to the account, including changes to content recommendations.

If an adult is incorrectly identified as being under 18, Google says they will be able to verify their age using available methods that can include identification or a selfie.

There is an important distinction here.

The AI system is estimating age from existing account signals. Age verification is a separate step that may be used when someone needs to confirm or correct their age.

Why it matters: age assurance is moving from an abstract online-safety debate into technology Canadians may actually encounter when using major platforms.

For parents, teens and other users, the practical questions will be how accurately the system works, what protections change when someone is classified as a minor and what happens when the system gets a person’s age wrong.

Ottawa is funding machine learning for Canadian vineyards

The federal government is investing up to $1.69 million in Toronto-based Vivid Machines to adapt its computer-vision and machine-learning technology for use in Canadian vineyards.

Vivid already develops camera systems that can be mounted on farm equipment to scan plants and collect information about crop health and fruit development.

The new project will adapt technology used in apple orchards for grape growers, with models being developed to help identify disease earlier, monitor fruit quality and predict yields.

This is pre-commercial research and development.

It does not mean vineyards across Canada are already using the system or that the proposed benefits have been demonstrated at scale.

Why it matters: this is a practical example of where AI adoption in Canada may become much less visible than a chatbot.

Computer vision and machine learning can increasingly sit inside ordinary equipment and workflows, helping workers make decisions rather than replacing the entire job.

Agriculture is one place where that kind of AI may become increasingly common.

Bell proposes a major expansion of its Saskatchewan AI infrastructure

Bell Canada and the Government of Saskatchewan have signed a non-binding agreement that could add up to 900 megawatts of AI data-centre capacity in the province.

Combined with Bell’s existing 300-megawatt Saskatchewan project, the expansion would create a potential 1.2-gigawatt AI infrastructure hub.

The original 300-megawatt facility is already under construction.

The additional 900 megawatts are not.

Bell says the expansion would be developed in phases as customer commitments are secured and would still require commercial agreements, permits, regulatory approvals and, where applicable, environmental review.

Bell says the full buildout—including data-centre infrastructure, computing equipment supplied by tenants and related power generation—could represent more than $50 billion in total capital investment.

That does not mean Bell itself has committed $50 billion.

The proposed additional capacity would use Saskatchewan’s Bring Your Own Power model, with new power generation developed alongside the project.

Bell also says its closed-loop cooling system would not draw municipal water.

Why it matters: this is one of the first major AI-infrastructure announcements to arrive after Ottawa released its Responsible Data Centre Development Principles earlier this month.

The federal government is already pointing to the Saskatchewan project as an example of the kind of sovereign computing capacity Canada wants to build, while emphasizing electricity affordability, water and environmental impacts, community benefits and transparency.

But those principles are not regulatory approval, and the additional 900 megawatts remain a proposal rather than a completed investment.

The important questions now are how much of the expansion is actually built, who signs on as customers, how the new power supply develops and what the eventual effects are on communities and infrastructure.

IN PLAIN LANGUAGE

What does “AI literacy” actually mean?

AI literacy is not the same thing as learning to code.

It is the ability to understand enough about AI to use it sensibly.

That includes knowing what an AI system is good at, where it can fail, how to give it useful instructions, how to check its output and when not to use it.

It also means understanding that different AI tools do different things.

A chatbot that produces text is different from a computer-vision system examining crops.

An age-estimation model looking for patterns in account activity is different again.

You do not need to understand the mathematics behind each system.

But you should understand what role the AI is playing, what information it is using and what happens when it is wrong.

That is the practical version of AI literacy.

ONE THING TO TRY THIS WEEK

Do a five-minute AI literacy check

Pick one AI tool you already use—or one you are considering using.

Then write down:

1. What task am I giving it?

Be specific.

2. What could it get wrong?

Facts? Numbers? Context? Judgment?

3. How would I know?

Identify one way you could check the result.

4. What information am I giving it?

Look for personal, confidential or sensitive information.

5. Who remains responsible for the final decision?

The answer should usually still be a person.

If you can answer all five clearly, you understand much more about the tool than simply knowing how to type a prompt.
