Ottawa is funding AI literacy for a million students
What happened
On July 8, the federal government launched the fifth phase of CanCode with a $30 million investment, aimed at teaching digital and AI skills to students from kindergarten through Grade 12. The program funds not-for-profit organizations to deliver the training, and this round is built to reach 1.1 million students and 76,000 teachers. It's explicitly framed as part of the "AI for All" national strategy we covered in Issue 01.
Why it matters
Canada’s low AI-literacy ranking shows the size of the challenge, but this program moves the response into classrooms. CanCode aims to reach 1.1 million students and train 76,000 teachers. The measure of success will not be reach alone, but whether the funded programs help students and educators use AI critically, safely and effectively.

For parents and teachers, watch which organizations in your province receive funding and what training becomes available locally. For digital-skills non-profits, the next step is tracking funding decisions and preparing delivery plans if selected.
Our read
We support the focus on K–12 literacy, but reach is not the same as impact. The strongest programs will teach students and educators not just how to use AI tools, but how to question their outputs, protect personal information and keep human judgment involved. The test will be program quality, access in underserved communities and whether the skills last beyond a single workshop.

Meta is investing more than $13 billion in an Alberta data centre
Meta has broken ground on its first Canadian data centre, a one-gigawatt, AI-optimized facility in Sturgeon County, north of Edmonton. The company says the project will represent more than C$13 billion in investment, support more than 3,000 construction workers at its peak and create more than 300 operational jobs. Meta also says it will fund the new generation and grid infrastructure required for the facility and match its electricity use with clean and renewable energy.
Why it matters: This is one of the clearest examples of AI becoming a physical-infrastructure issue in Canada. The benefits will be measured not only in investment and jobs, but also in how the project affects Alberta’s grid, local infrastructure and long-term energy planning.
B.C. is exploring legal action against OpenAI
The Province of British Columbia has retained lawyers in B.C. and California to explore legal action against OpenAI. The government alleges that the company failed to notify law enforcement after threats made on ChatGPT were flagged before the Tumbler Ridge school attack. Any action by the Province would be separate from cases filed by affected families, and the allegations have not yet been tested in court.
Why it matters: This moves the AI-safety debate from voluntary company policies toward potential legal accountability. The central question is what responsibility an AI company has when its systems detect credible signs of serious harm.
Ottawa proposes new privacy rules for AI-era data use
Bill C-36 would replace the privacy portion of Canada’s existing private-sector privacy law with the proposed Protecting Privacy and Consumer Data Act. The bill would recognize privacy as a fundamental right, strengthen protections for children, require clearer explanations of how personal information is handled and require transparency when automated systems contribute to significant decisions about individuals. It would also introduce new deletion rights and regulatory oversight.
Why it matters: This is proposed legislation, not law yet. If enacted, it would shape how Canadian businesses use personal information in AI systems and what transparency Canadians should receive when automated decisions affect them.

What's a "data centre," and why does AI need so many?
A data centre is a building filled with computers that run around the clock—the physical infrastructure behind services that feel invisible or “in the cloud.”
AI systems often require much more computing power than traditional software, especially when models are trained or used at large scale. That means more servers, cooling equipment, electricity and network capacity. It is why new AI data-centre projects are becoming questions about power, land, water, cost and local consent—not just technology.

Ask what the AI is unsure about
Next time an AI tool gives you an answer, ask: “What are you unsure about here?” Then verify any important claims against a reliable source.
The goal is to surface weak spots before you rely on the answer. Keep a human in the loop for important decisions, and do not enter private or sensitive information into a public AI tool.
